Scope of this guidance
This guide addresses operational record risk. It does not create a digital twin, prevent disputes or litigation, certify boundaries, assess title, or provide legal or financial advice.
Step 1 of 4
Build a record-level risk register
Start with named records and conditions rather than a general risk score. Examples include uncertain coordinate source, a plot outside its estate boundary, duplicate plot numbers, an allocation without a matching client, or a finance balance tied to the wrong allocation episode.
- Name the estate, plot, client, allocation, or finance record affected by each condition.
- Record the source evidence, current state, consequence, responsible role, and next review point.
- Separate a suspected issue from a validated conflict and from a resolved correction.
Step 2 of 4
Place controls at decision points
The useful control is the one applied before the related commitment. Survey source checks belong before geometry approval; availability and ownership checks belong before allocation; allocation-account checks belong before finance activity.
- Validate source CRS, geometry, containment, and overlap before approving a spatial change.
- Recheck plot state, hold state, client identity, and active allocation before reservation, allocation, sale, transfer, or revocation.
- Reconcile allocation ownership and references before recording a payment, refund, or agreement change.
Step 3 of 4
Design the exception path
A blocking control needs a safe next action. Keep drafts and prior data readable where possible, explain the conflict without exposing protected records, and identify the authorized role that can correct or review it.
- Define blocked, quarantined, pending review, rejected, stale, partial, and resolved states that apply.
- Preserve the original source or business fact when a correction creates a new revision or reversing entry.
- Prevent repeated retries until the underlying source, permission, or concurrency conflict changes.
Step 4 of 4
Verify closure from the record
Closing a risk item requires more than a comment or dashboard count. The land, approval, client, allocation, or finance record should show the corrected state, and the review record should explain how the original condition was resolved.
- Verify the current record, related history, and affected downstream projection after the correction.
- Record who reviewed the outcome and which evidence satisfied the closure condition.
- Reopen the item if a later reconciliation shows the source condition still exists.
Final checks
Confirm these points before treating the workflow review as complete.
- Every risk condition points to a stable record and source evidence.
- Controls run before the business commitment they protect.
- Blocked and uncertain records have safe, owned recovery paths.
- Closure is verified from the record rather than a summary alone.
